Are these tabs supposed to line up; is there supposed to be a fastener in them? I couldn't tell when I looked at the exploded view of this section on Sewell's website. Thanks in advance, guys.

 

Yes they are supposed to line up.
You might be able to bend that metal tab to your liking, just don't overdo it.
Not a big deal though.
