The first mistake you made is going to the dealer for a headlight. I don't even want to know what they charged you.
You could of bought the same pair of bulbs online for half the price that 1 costed you from the dealer and done it yourself in 15 minutes.
Plenty of videos on YouTube showing you how. It is very simple, and you always replace HIDs in pairs...

I am the laziest guy in the world
I replaced the low beam bulbs myself with parts from Amazon
If I can do it, anyone can.
I had a shop across the street do my high beam bulbs and fog lights for me just because I figured why not.
Now my car has yellow fogs, new low beams, new high beams, and life is good.
No need to go to the dealer for something like this.

Yes, it is a bad bulb. I would never buy one from the dealer. I bought mine on Amazon, genuine Philips bulbs, identical part number to the Lexus bulbs I got from the factory. It is smart to replace them both because the other bulb is not long for this world either. You might save it as a spare in case you have an issue with one of the new ones, but for all intents and purposes, it is far better to replace them both.
There is no difference whatsoever between the left and right bulbs.
