I've tested this this morning on the way to work. I thought maybe it depends on how quickly you slow the car down, but, in AUTO mode it skipped 4th all 3 times (watching gear position on display) I've slowed down, two of which were abrupt stops and one just slowing down without braking. Manual mode, I only tried once and it didn't skip 4th gear.

Some people are adamantly against it, some people do it all the time. I tend to do it when trying to get around someone on the highway or engine braking. I’ll drop it down to 3rd or 4th from 6th. As long as you are rev matching and aren’t going to a gear that’s stupidly high rpms and over rev the engine, no real harm done.

None of those outcomes are possible in any mode on the IS F. I've tested them.
