That's just the effect from the camera when the footage was recorded. The lights aren't actually blinking or flickering.

"The flicker is caused by the fact that the lights strobe at the line frequency of the electrical power. If the frame rate of the video capture is close to that frequency (but not the same), then the effect becomes very noticeable."


The only other way to actually achieve it would be to buy a light strobe kit of some kind, or to have custom programmed LEDs to replace the DRLs.
