Blinking driving lights...
That's just the effect from the camera when the footage was recorded. The lights aren't actually blinking or flickering.

The only other way to actually achieve it would be to buy a light strobe kit of some kind, or to have custom programmed LEDs to replace the DRLs.
But strobe kits are often illegal for road/street usage as your car/truck could be mistaken for an emergency vehicle.
