IS 200t won’t unlock when touching door handle
I used to unlock the car by just touching the door handle when I have the key fob nearby. All of a sudden it stopped working, none of the doors work except the passenger door. I changed the key fob battery and that didn’t fix the issue. Also thought it would be cell phone interference, still nothing. Any ideas?

Thats actually a setting in the general settings and door locks I think. If that doesnt fix it, you may have a bad actuator somewhere. Use the unlock and lock button inside the car and see which doors work or dont
If the touch function works on the passenger door then that rules out the key fob.
I would check the drivers door handle to see if the Lock AND Unlock touch both don't work from the 3 lines on top at the front and the inside of the handle when you grab it.
If one of the two locations on the handle does work, then the issue is the handle.
If neither location works on the handle, then it could still be a handle, but it could also be something to do with the circuit as it routes inside the vehicle.
Has the vehicle had any repairs or an accident lately?

my car was recently repaired and had some body work done after being rear ended, but i cant remember exactly when this function stopped working.
At the body shop, they told me they sent the car to toyota to calibrate all the sensors and that they should be functioning well.
but i'm not sure if i should go to the body shop to get it checked first or a lexus dealer.

I'm thinking if they removed the handle to paint the door, they may have forgotten to plug the handle in when they reinstalled it...or maybe didn't plug it in properly and it came loose.
The issue you are having could simply be explained by the door handle being unplugged. Mechanically it would still work to open the door, by electrically the Smart Access would not work.
Unfortunately it can't be a door actuator...even if the actuator failed the vehicle would still make an attempt to Lock/Unlock the doors, even if it didn't work...and you would still hear the beeping.
I know you said the vehicle was rear ended, but any chance they needed to blend the paint up the drivers side including the drivers door?

Yeah...tell them to remove the door panel and plug in the handle...I'm sure that's all it is.
