Honestly, looks like they have some kind of PPF on the wheel well. Hard to tell if there's rust at the edge or just grime/dirt. Could always bring a microfiber and some detailing spray and see if it comes out.

Q-Tips work well too for that purpose. You soak the Q-Tip in your cleaning solvent and then go to town.

Welcome to the Cloudburst Gang Fam!!! Looks like you also did a chrome delete around the windows.. One of the FIRST things I did as well.. I also did a debadge of the rear too..
