I use my old stock RWD 2IS 17" 225 front 245 rear. The old sensors are still on them, TPMS only alerts after 45min of driving. Since the 3IS is AWD the low tread tires are still performing well.
It comes down to how much effort and money you want to place for winter wheels that will always be dirty.
I hear your concerns about buying used wheels...all my 2IS winter rims are bent, they were like that when I bought them. (I knew that going in)

I got them dirt cheap, so couldn't go wrong.
The only concern about the wheels you propose is the offset.
On the rear this will be fine, the concern is the front.
The width of the rim isn't the big issue, it's the offset. I'm not sure if 7 inches wide with +38 offset is enough to clear the big caliper.
A stock F Sport front wheel is 18x8 +45...so effectively you shrank the rim width by 1 inch (25mm) but only moved the offset out 7mm.
Ultimately spoke design is the last barrier to clearance...it may still clear with the right spoke design.
If there's any way you can test fit the rim only on a front wheel, that will answer the question.
Otherwise you're good to go with everything else, including tire size.
The tire will be a little taller than stock heights, but it's not crazy tall.
I just bought and tested it on the front. The rim clears the calipers fine but the socket is small that stock.
I think stock is 21mm and the aftermarket rims fit only 19mm...

Usually the aftermarket wheels use an acorn style nut, which is completely different to your OEM nuts (shank style aka flange style)...so your OEM nuts are of no use on those wheels.
Just get a set of aftermarket nuts in 19mm...just be sure to put something in the trunk that you can remove them with in the event you need to take a wheel off when you're not at home.

Would downsizing the lug nut size compromise the safety of wheel/rim? Im guessing no as long as they are torqued to factory spec.

As kj07xk stated above, the thread is M12 x 1.5.
The rim supplier should be able to offer an Installation Kit...which will basically consist of all the lug nuts and hub rings for the rims.
The center bore of the rim is likely larger than the Lexus hub.
The Lexus hub is 60.1mm...most likely the rim center bore is 73mm...so you will need a hub ring that fills that gap.
If they don't offer an Installation Kit, then inquire with the shop that is doing the mounting and balancing, they will be able to get you what you need.

If the bore is 60.1mm, then they are Direct Fit...which is good, no monkeying around with hub rings.
I would recommend 19mm nuts unless you can't physically fit the socket in the hole.
I'm not sure the smallest size nut you can use, but I wouldn't go smaller than 17mm.
Came back from universal auto techs and they quoted me 425 for mounting/balancing tires and programming/installing tpms sensors. Does that seem fair?
Also trying to find replica lexus rims so i dont need to worry about another set of lugnuts..

Do you know if it was OEM sensors? The aftermarket ones will likely not show the pressure on the dash, or consistently show it.
They will only trigger the warning light when the pressure is low.
I haven't priced out sensors recently, but the price seems in the realm of reasonable.

The part number is 42607-30060.
They are made by Pacific Industries and the marking on them for our vehicles is PMV-C010.
If you're worried about the rim being damaged by the socket, look for a socket with a thinner wall. If you are not using an impact gun on the socket, then you can use a chrome socket, or they even have ones with plastic around the outside for just this reason.
