Stuck in 5th gear on cold start

Stuck in 5th gear on cold start
When I drive my car around, I noticed when it's still cold (after idling for 1-2 min), on the highway when I am slowly getting to 40-60mph, the car will stay in the 5th gear. After it warmed up, it still stayed in 5th gear (have it on cruise / Eco mode) and it still stayed in 5th until the car got even warmer (needle was a quarter over the C).. is this normal?
