If you are referring to the Map data, then yes, it is stored on the micro SD card.
As far as I'm aware, the only way to update the Map data is with a NEW micro SD card.
Unlike Toyota, the Lexus SD map cards cannot be swapped between vehicles.
Once inserted into the vehicle the card is married to the head unit...it will only work with that head unit or a NEW head unit.
If there is an unofficial way to update that map data, no one had presented it yet. I'm sure we would all be interested.

I do not have the safety connect subscription, and I did not receive this message, but my car is under warranty so if there is a update out that applies to my car at all i'd like to go take it in.

It's only for the ones with Safety Connect (which is a part of a subscription). Not sure why Lexus can't push the updates via OTA - must be large file update.
