It's a somewhat broad question.
Any specifics?
i.e. Idling, driving (what speed), after cold start (what RPM), at operating temperature

Without hearing the whine, typical whining noises comes from engine accessories (i.e. A/C compressor, Alternator (that's a popular one), etc.)
Could it be a belt whine?

I've done some research and seems like its a normal thing from the 2GR. Either that or the water pump is about to fail. The whine is constant. usually starts after a few minutes of starting the car. ie when its warm. I'm still under warranty for another 1000 miles so I may take it into the dealership and have a tech check it out.

Can you provide more details or perhaps a video? You're right - the 2GR has a whine that stays consistent with the engine RPM. Mine has been doing it since day one. However, if it's something else, i.e., not connected with the engine speed, you may want to get it checked out.

It seems to be connected with the engine speed when I do hear it while accelerating. I have an exhaust and intake so its hard to hear sometimes.

I think it's actually the transmission. AWD? I've heard it since day one. Seems fine, by design.

My wife had a whine on her Subaru. It got worse at speed. It ended up being the bearing on the idler pulley.

This isn't the same thing at all. These cars do this when they have 0 miles, and have no issues. The GS and RC are the same way.

Ok. Maybe I just don't remember the whine when I first got the car.

I have a '15 IS 350 RWD F Sport. I definitely have noticed the whine from day 1 (mile 1). To me, it seems like it's the transmission, not the engine. 37k miles on the car now and the sound has been consistent throughout my ownership.

I was leaving my parking garage today for work and decided to put it in neutral and give it a small rev to see if it was the transmission or engine since the transmission would have been disconnected from the motor. I ruled out the tranny because it still whined. So it isn't the transmission

Correct. Besides, the whine is present whether it's the 8-speed or 6, afaik.

my 8AR-FTS whines occasionally. Seems to only happen under hot conditions, and only occasionally. And it's not loud at all. Sounds sort of like a classic steering pump/gear wine and correlates to RPM.

Maybe something common to the 200T and 250/350. Alternator? Whatever it is, doesn't really bother me as it only happens occasionally then goes away. Plus car is under warranty. I wouldn't lose sleep over it.

Always been curious as to what this is...never dug into it.

I always guessed alternator...
The whine sounds kind of like an electrical sound and is %100 consistent with rpms and nothing to do with trans. Every car I have owned does this to some extent but seems louder in my IS350. Assuming this is the same whine noise being discussed.

Would love to know what it is maybe wouldn't annoy me so much
