Yep, and now has an integrated exhaust manifold which could explain the "noisier" exhaust tone.

Would this mean that on 2017+ F-Sports, regardless of engine, the lowering springs meant for the earlier 3IS models aren't ideal for the revised damping rates?

Hard to say. Ideally you want a manufacturer of springs to tune a spring for a specific damper. If you're going Genuine Lexus Blue F Sport, or Tein H Tech, or Half Downs, then these conservative springs should pair fine for a street driven car. But for more aggressive lowering springs, you'll likely kill your stock dampers fast anyway w an aggressive drop so it won't matter all that much.

2015 vs 2018 muffler. There's additional brackets for the tip so my guess is that's the only difference thus new part number

There's some brackets welded to the muffler, and the tips are bolted to them.

Are the pre-facelift tips installed in a similar way? In other words would one need a welding shop to upgrade tips

Pre-facelift are kinda clamped to the output pipe and they don't touch the muffler itself in any way. But yeah, some welding would be required.
I'm having my 2015 "OEM" catback tips cut off next week to install quad tips.
