Just found this which might explain the noise difference:
From FSE to FKS: more than just dual Otto/Atkinson capability
Although the ability to alternate between modified Otto and Atkinson cycles is the major upgrade in the transition from FSE to FKS, it’s hardly the only change. This dual capability is facilitated by an upgrade from the old Dual VVT-i to VVT-iW on the intake camshafts (the W denotes the wider or expanded valve opening angles that increase fuel-efficiency at low engine loads) and “regular” VVT-i on the exhaust camshafts. Exploring Overland‘s Jonathan Hanson does a great job of explaining the 2GR-FKS’s technical intricacies. Other upgrades include a new reduced-friction oil sump and an exhaust manifold integrated into the cylinder head, a design whose benefits include lighter weight, the ability to use engine coolant to cool exhaust gasses and a structure that can make the addition of a turbocharger easier.

Hard to say. Ideally you want a manufacturer of springs to tune a spring for a specific damper. If you're going Genuine Lexus Blue F Sport, or Tein H Tech, or Half Downs, then these conservative springs should pair fine for a street driven car. But for more aggressive lowering springs, you'll likely kill your stock dampers fast anyway w an aggressive drop so it won't matter all that much.

Are the pre-facelift tips installed in a similar way? In other words would one need a welding shop to upgrade tips

Pre-facelift are kinda clamped to the output pipe and they don't touch the muffler itself in any way. But yeah, some welding would be required.
I'm having my 2015 "OEM" catback tips cut off next week to install quad tips.
