I have the same year you have. I experience the same A/C functionality, too. When I start my car the A/C's fan doesn't just start blowing right away. It slowly ramps up its speed for the first several seconds after start, perhaps 20 seconds or so, although I never really timed it. I thought this is normal operation and is meant to slowly purge the stale air from the ac system instead of just blowing it out full blast, which would be uncomfortable if the air is too hot or too cold. Is this what's happening to you?

Are you sure the fan is physically running? If not I'd start by checking the fuses.

I have the very same issue on my new 2017 IS but with the heater. It'll be 35 degrees out, I turn the heater auto on full. Seems nothing happens for like 7-8 minutes. I can see the fan speed at low and very slowly ramps up after the 7-8 minutes. Is this normal? I have to freeze till it slowly feels better?! I then switch to manual every time to partly fix the issue. Be great if anyone from the colder climates can advise if this is a norm operation for the IS? Thanks.

I'm from northern Alberta. Personally I've never had a vehicle with Auto climate that works worth half a *****. What you're saying sounds like how they usually work. And then constant changes in cabin temperature. For some reason it makes the air hotter if it is cold outside, instead of just maintaining the cab at the temperature you have set. It's as if the car is trying to guess that you'll feel colder because it is colder outside.

I just run them all in manual and I never have to touch it. My car sits at a set temp of 20.5-21.5 depending on the day, and the fan never changes from a setting of 3.
