Did you pay for a deposit or any other method with a credit card? If so, call them and issue a charge back. 99% of the time, card companies will side with the buyer and not the seller if they believe you've be defrauded in any way.

This is likely illegal. The law states brake lights are to remain solid at all times. The third brake light is just that.... a brake light. Turn signals are to flash only. Lights are not to do a job other than what they were designed to do. Check with your local police department. You could be a prime target for a ticket or even accident. If that's the case, your dealer could be held liable for installing illegal equipment.
