I don't believe that is the Lexus factory standard, but I've had other vehicles where the dealer installed a mod that caused that behavior. You could try checking with the original selling dealer to see if that's something they do.
For European market, I believe there is a requirement to have break lights to be blinking when you have a hard breaking if traveling over 90 km/hour (roughly 50 mph)....... If someone had modified to behaving such way......

Apparently my dealer did the modification as a special feature of their dealership. Its called PULSE.
