How can I fix this panel so it’s not sticking out ?

just give it a pop from your hand. Looks like it just unclipped. If it keeps popping out then the clip is broken or not lined up properly.
make sure that wire is clear too.

I tried and it pops back out. How can I realign it properly or fix the clip?

not specifically knowing the clip I would see where the clip keeps popping out, then see if it s broken or some clips can be bent to grab better. I ve even put electrical tap on them to tighten it up. that whole piece would pull right off if you can see in there enough to determine what's going on.
make sure that wire isn t blocking the clip.

just for example, give you idea how most are secured, every car is different . don t know what you have , I assume no air bag in yours by looking at picture but be sure.

Looks like you have a broken clip. Same thing happened to my ISF when I had a dash cam installed. The company that did the install just replaced the clip. No issues since.

For the 3IS, the topmost clip needs to be turned 90 degrees counter-clockwise, put back onto the pillar, then slap it back on.

Who installed your dashcam/radar? the wire is in the way of the clip. I would reroute that wire behind the airbag just to be safe.
