Immediately I'm beginning to think there's a leak somewhere. The worst MPG I've seen on CL here is 17-18 mentioned by other members.

How are you calculating this? Please use the old school method of miles traveled and gallons used to refill.
Mine is 21.5 mpg for 40% highway speeds / 60% traffic jam!

Any aroma of raw fuel leaking in the engine bay or around your gas filler neck area?

I would due basic maintenance such as oil change, tune up, fuel injector treatment by Gumout brand or Royal". Spark plugs should be checked as well. I understand you may not want to invest into the vehicle but if you do, you get what you pay for and should see increase overall on the vehicle.
My 2010 IS250 gets 24.3 mpg now. When i bought it 2 years ago it had 17mpg. Air filter was dirty, spark plugs were needed and just fuel treatments that encourage additional MPG.
I noticed the MPG climbed up.
