Help!! I have a 2008 lexus is 350 [steering acting up]

My steering is acting up on my car. IllI be driving down the road and the steering wheel gets sticky spots. if I try to make a left turn or right turn and sometimes after the car's been off for a while it'll act like it's locked. I cannot afford a Lexus dealer service. Any suggestions on what I should do. Please!!

As a "free fix", I always recommend try disconnecting the battery for 20 minutes, then reconnect. Immediately go drive the car as you would on a daily basis. Report back.
