Default Lexus Is 250 07 engine noise (video)

Hi to all.
Latelyi I am experiencing a strange noise that comes from the engine (the sound of the noise is in the video below) . The noise is not constant, and it comes and goes. There does not seem to be any connection if the car is hot or cold. My freind checked the vehicle and saw that the water pump was a bit loose, do you think that the water pump is the reason ?

My first thought was it might be the electric fans; it doesn't sound like a typical bad bearing. Try sitting in the car with it completely off, and hit the start button WITHOUT your foot on the brake. Hit it a second time to turn on the A/C systems, and see if the fans turn on. If the noise is present, it couldn't be related to the motor because the motor isn't running.

Hi thank you for you're help.
I set in the car and did exactly what you said, but the vents didn't start warking I set like 10 minutes withe the ac on. It seems that noise has nothing to do with whether the air conditioner is on or not.

I'll be more clear, I meant the electric fans in the engine bay. You have two in front of the engine. If you run the A/C with the car off, those fans should kick on. Both if you didn't hear the noise AND those fans did kick on, then that's not the issue.

The noise is coming from the Air intake plenum, the noise strongly increasing with acceleration
Does someone familiar with this issue?

There's no moving parts to the upper intake. The lower I believe has flapper valves though. But I've NEVER read or heard of anyone else having an "intake manifold" noise like this before.
