Need advice on my 2006 IS350 with 132K
I took the car to the dealer for the bag recall. They fix it and they came up with a list of what is wrong with the car:
Found Brake Fluid to be Dirty/Contaminated
carbon build up in throttle body
fresh air door to blower motor broken
Serpentine Belt Worn
I take my car to a local mechanic who is honest and does a good job. I am due for an oil change in 2k miles. Could I wait till then or should I do it sooner.
Are these repairs expensive? The dealer quoted around $3000.

Brake fluid, while it's suggested to change it every 2 years, most people don't even bother (which is why you start seeing people with older cars having issues with brake components). Old brake fluid absorbs water from the air which can rust out your lines/calipers, and will reduce braking performance. It's a relatively easy job to DIY, just need two people to do it unless you have a self-bleeder kit. An independent will probably charge about $100.
Carbon build up on the throttle body you can clean yourself. It's held on by 4 10mm screws if I recall correctly, just remove the tubing to it. Get a toothbrush, and some throttle body cleaner and go to town on cleaning it. Probably about $10 to DIY, an independent will probably charge about 30 mins in labor to do it.
If the door is actually broken, likely someone replaced the cabin air filter without changing the air mode to recirculate and broke the door (see this for the fix)
Assuming it's the OEM belt, it's probably time to replace it. Age/heat/mileage are not kind to rubber. Most likely it is cracking. A cheap one will run you about $20 and is a 5-10 minute job to DIY.

How can you tell that the recirculate door is broken? I have an 06 and I have never done a particular setting for proper filter replacement...missing something.
