2008 lexus is250 awd fsport heater blowing cold air please help

Hi I have just changed my thermostat 2 days ago and now again it's blowing cold air only at a stop or parked the temperature gauge Is at normal and as I give acceleration the gauge drops back down to normal I want to know could this be a heater control valve or a water pump please help and also is it normal for the hose connected to the thermostat housing to be cold??
