Second. It just started. When I put the car into drive and I am on the brakes. The car surges
Called Lexus. They said there's no recall for both. And. If it was a tsb issued it would only be covered if it was under the 4 year 50,000 mile warranty. I'm way over that
I got a recall notice for the carbon build up issue, and for the can gear rattle. Just use the search function, I think there's official threads regarding both of the problems you're experiencing.

First issue is a TSB but only covered under the original drive train warranty. From what I've read, other than being annoying it does not actually harm anything. However, they still can repair it for you (with you paying out of pocket of course).
Second issue is covered for 9 years from the service date of your vehicle and does not matter how many miles you have on the ODO. However, they do have to verify the problem and your car has to throw a certain error code/'s that the tech's are looking for. If you do have the carbon build up issue and they are able to verify it, they will repair it for you free of charge.
