You have to replace the whole assembly. My passenger side one just broke on my 09 is250 as well 3 days after buying it from a VW dealer (It was a used lexus but still only 30k miles!!! so no reason this should happen).
Lexus wanted like $250 for the part. What I ended up doing that fixed it was I went to home depot and bought a small hose clamp and tightened it above the spring and washer around the piece of metal inside. It's held up for a few weeks now and still works just as good as factory.
How I did it was I installed the host clamp so it was snug but not tight. Then I pushed down on the hose clamp and spring and had my wife tighten the screw enough where when I let go of the spring it wasn't going to jump back up. Then I just tightened a bit more for added insurance and it works great.
I know it's kind of a ghetto fix but it's only $.50 and no one will ever know since it's inside your mirror assembly. Save yourself over $200.
That is the kind of clip I used if you want a picture so you can find it easier at HD.
EDIT: Also, it's not a c clip. There's a piece of metal that sticks straight up that your mirror sits on, this metal has a lip all the way around it which the spring and a washer go over. The inside of the washer is kind of flared so once you push it over this metal "lip" it won't come back off. Unfortunately these metal lips inside keep breaking off so you have to replace the whole piece that comes out of your door, Lexus sells them pre painted for $250 (At least that's what I was quote by my local lexus here in Sacramento).

It happened to me to but I just opened up the side mirror and grabbed a c-clamp and a 16mm deep socket to compress the lock and spring back in place and so far it worked never poped up again

This JUST happened to me a few minutes ago. I was getting off the freeway when someone turned in front of me off of the street. When I stopped my driver side mirror flipped forward and then back again when I accelerated. I have a pre-owned 2009 IS 250 with 40,200 miles on it. I did not purchase the car from a Lexus dealership. I am going to see if the warranty is still valid on my car though there seem to have been enough incidences of this occurring to warrant repair anyway.

This JUST happened to me a few minutes ago. I was on my way home and when I got off the freeway someone cut me off. I came to a stop and my mirror flipped, then repeated in the opposite direction when I accelerated. At first I was sure the stop alone wasn't enough to cause it, but upon further examination, I realized there was nothing to indicate any exterior damage or misuse. Looks like I'm not alone. I have a 2009 Lexus IS 250. It's got 40,200 miles on it and I bought it at 24,000 from a Mercedes Benz dealership. I'm going to see if my car is still under the 48mo/50k warranty since it might be close for me, but it looks like this has occurred often and without any provocation. Fingers crossed Lexus will make it right. Will update.

2009 IS350 - Left side-view mirror "loose", fixable?
The spring in the left side-view mirror of my 2009 IS350 seems to have broken (see the video). There’s got to be a way to fix this. As you can see in the video all the electronics work. My mechanic told me to check with a body shop. I haven't taken it to a body shop or the dealer yet.
Is this DIY fixable? Any thoughts? I'd prefer not to shell out if I can fix it.

I fixed mines by just taking it apart then grab a socket size 17-18 mm deep socket
And a c-clamp then put the socket on the shaft and grab the c-clamp and put it on the socket and tighten
Away until the lock for the spring goes down all the way down to a grove dealer ship wanted to replace
The whole side mirror which would of cost me a arm and a leg my car is a 2009 isx50 passenger side mirror went out

I have the same model and year as yours with the same issue. I took it to the dealership yesterday and they are fixing it under warranty. If you are out of warranty, I saw a DIY on here awhile back.
