^^^^Same steering wheel. RHD ISFs have it. No reason why it shouldn't.

I asked one of the ebay seller he said it doesn't fit my vehicle with my VIN number. I have 2008 IS350 RHD. Can you confirm it will fit? Here is the photo of my japanese import IS350 VIN Plate

^^^^No, I can't confirm it since I've never tried it on a RHD. Did the eBay seller happen to say why? I can think of no reason why it shouldn't work. It's a simple add-on and both LHD and RHD ISFs have it as stock. As was said many pages back, it's held on by 2 screws.

It will fit a 2008 RHD GSE21 without issue.

Is there someone from european union who knows where to purchase this steering damper? I know I can get it from ebay. But I only found items from japan or usa

For reference, since it may have come up a few times, 2IS models with the steering damper from the factory:

2008-2014 IS F
2010-2015 IS250C / IS350C
2011-2013 IS350 AWD

All other models do not come with the damper, however it can be added without issue.

Yes, you will need to disconnect the airbag in order to install it.
