When I press the start button twice, the car does a normal system check. All the lights shut off except the CHECK ENGINGE LIGHT & BATTERY light. But when I actually START the engine, all the lights shut off. I took it to the dealer and they said it's normal to have the check engine light during the ON mode, as long as it turns off when the engine starts. The dealer said that it's normal and happens to all IS's. Is this true or are they just brooming me aside?

 

As long as the light turns off when the car is started, you are fine.

 

I also believe thats normal when you hit the start button twice without touching the brake.

If I remember correctly most of my older cars did the same thing...well the engine & battery icons would illuminate. But when the car is started, they turn off.

 

Every car I've owned does the same thing.

 

Yea, this is a standard thing. Ignition on with the engine not running throws a check engine light, usually because a sensor in the crankcase is reading no oil pressure.
