3000rpm idle (1gfe manual) mechanics STUMPED!

Hi guys, at first, after driving the car for a few minutes the idle would go up to 3000rpm and the air conditioner would stop blowing cool air (it works fine when the idle is normal) This does not bring up a check engine light. The problem would go away after turning the car off for a while but Now it's idling at 3000rpm ALL the time it never goes away. I tried 3 different mechanics and they were all unable to fix it. The codes they found were vvti sensor, intake temp sensor and air conditioner clutch I think. They have tried:
-testing vvt actuator x2
-cleaning throttle body x3
-injector cleaner
The car was sitting for about 10 months a while ago and drove perfectly for about 2 months before this problem started. FWIW I've had the car for 5-6 years now and I always felt the revs stayed a bit high between gear shifts like the electronic throttle body was a bit slow to back off.
Any help would be greatly appreciated guys it's a nice car just nobody knows how to fix this issue. It would be a shame to junk an otherwise decent car.
