Default Stutter on acceleration

I picked up a 2002 is300 for $1500 it needs a lot of tlc.
i replaced cool packs and spark plugs also installed a new fuel filter. But it still is having a stutter issue. It only stutters from low rpm to about 4-5k then it runs perfect. I can’t figure it out and would love some advice. ( also I checked the injectors and everything seems to be working fine)

Make throttle cable tighter
Check all fluids
Fix leaks

I had this same issue a few months ago. Eventually it started backfiring throwing codes, P0301 and later P0300. I replaced the valve cover gasket, intake plenum gasket, spark plugs, ignition coils, and spark plug wires. All OEM quality. Car ran great there after.
