Default Possibly fried ecu?

I just got my 2001 is300 it ran the night I put it on the dolly. Put my new battery on it and the lights on the instrument cluster went out doors and window do nothing and the car turns over but does not start and scanner will not read the obd2 port. All fuses check out fine except obd2 port can not get any power to it what so ever. Security light shuts off when the key is turned but it is a valet key. And I checked power on the first injector and coil pack it has power. Can someone please chime in I'm so lost and this has been my dream car and can not even drive it. I'm promise I'm not worthless working on this but I can't figure this out. I'm trying to find a ecu pinout for a 2002 as well because I believe the motor was swapped to a later model the part number on ecu comes up as a 2002-2005
