ehhh... he'll proably just take it to the dealership rather than mess around with it... but I'm just scratching my head over it... the ignition is fine, the engine bay is untouched... they only took the headrests for crying out loud, and I can't figure out why the car won't turn over. Hmmmm....

You sure they didn't mess with the engine bay? Possible they disconnected the battery to disable the alarm? Check the battery cable? Will the engine turn at all, or just "*****", or absolutely nothing?

If it just keeps cranking, the key chip in the computer isnt enabling the fuel to go to the motor. Just like taking the emergency key and trying to start the car. Turns over and keeps turning, but never catches, until you put the chip near the ignition.
