No top bar on my traction battery meter
I recently bought a 2010 Rx450h and noticed that my battery meter never shows a bar where I assume the top bar would be, on the line with the + & - symbols.
I have a Prius whose battery meter regularly fills up with state of charge bars, so I don’t know if my battery or meter is different. I’ve had no battery issue warning lights.
I live in the mountains and typically drive about 10 miles per trip - neither of which are recommended in the owner’s manual. The best tank mileage I’ve gotten is 29.8 and only then, using my best Prius eco driving, AND including a trip “down the hill” which is about 45 miles of off-gas coasting/regen. Otherwise my best around town mileage is typically 27-28. I know the engine has to warm up and that reduces the mpg for short trips. But does any of this sound normal? Should be concerned about the battery and/or meter?

Normal, the top bar is rarely shown, typically descending a long steep hill the regen will add charge to the top of the graph, but otherwise you typically won't see the charge go to this level.
