Question Mpg

Hi everyone
I am new to the site but am getting these exact numbers. I see on the door label that the tires call for 30lbs. Is that about right?

I'm sitting at about 23 mpg in the winter.
I have 2 cold engine 15 minutes comutes in the early morning so they are killing my average MPG.

When I bought the car it was at about 32 mpg (warm location)

During the summer, even with my comutes I am at about 27MPG
