Engine Coolant Access 06' Highlander Hybrid

Bought this car used and would like to visually inspect the fluid by drawing some out. There seems to be no easy way to do this. Radiator access is completely covered by brackets and/or shrouds and overflow tank is an odd design. Can't seem to reach the fluid even by probing into the tank with a hose. Anyway to do this short of draining some by opening the petcock on the radiator??

Radiator cap should be under this shroud.
2-3 clips.
Just pop them out.

So I was able to take a sample of the coolant and I didn't like what I saw. Definitely been in there a long time. Any threads on these forums on how to do a coolant change on Highlander Hybrid??? My search came up empty...

This is just a straight forward drain and fill.
Drain **** for the radiator is located on the passenger lower/corner side of the radiator.
