I don't think that can be completely turned off. There are these Techstream settings. I can't remember offhand if same sensor for headlights is used for the dash gauges.

For dash lights, I sat in the car with service tech at dealership while he had his equipment attached to my GX & confirmed settings (#25 & #26 above) were set to least sensitivity ("very dark"). He DID say dash & headlights were tied together. I have manipulated ALL of the settings I can as an owner, with no satisfaction. Rolling down an interstate & quickly pass under an overpass & the dash lighting changes seems bizarre to me.
Just a temporary test.... but fully tape off the entire door and window frames and see if noise goes away. I found an area on window frame of that vehicle that was letting some noise in but wasn't visually apparent.
That being said, it is a car so NVH isn't zero. We've owned our 2017 GX for about 1.5 years and during our ownership, I've ironed out a few NVH issues, linked in my ownership log, linked below.
In high cross wind situations I still can hear a slight wind noise by my left ear. I haven't nailed it down yet but may try @Acrad suggestion of taping the entire driver door with some painters tape and going for a drive... It really doesn't bother me that much because it is sporadic and not always there like what you're describing.Plus I'm partially deaf in that ear from active duty so meh... my wife isn't complaining about it so that determines my motivation to try and remedy it, I can live with it because it so slight.
We experienced a fairly substantial wind noise after having our windshield replaced (took a nice rock on a roadtrip last year) because the shop did not use all new clips and new side stripping. I went back 2 times before they got it right...
I was amazed how much wind noise is generated by not having the side trims pieces tight against the windshield.
Check your windshield side trim pieces, there should be no give in them and very snug.
I know the new Tacoma's have a TSB complaint for wind noise, Toyota concluded it was the door weather stripping.
Worse case, since you have a 2017 and it is still under warranty, you could make a warranty claim and see if they can diagnose and repair it. Dealers are pretty bored right now and likely willing to go for a test drive in your vehicle to see if they can replicate it.

I was wondering if this issue is due to the crappy oem tires or the size of the 18" wheels being narrow and tall. I recently owned a 2017 RX350 F-sport with 20's and michellins and did not feel the car was easily overtaken by the winds. Looking into wider wheels and better tires but just wondering if that would help with what i am experiecing or i am stuck.
One time I noticed my car dancing while on the freeway, going about 80+ mph. I noticed I had my suspension settings on softest settings (comfort?). Once I switched it back to normal, I didn't have any more issue. I'm not sure if the premium have selectable ride settings. If it does, you might want to check it if you're in the soft ride settings.

I personally feel that only over bridges on a very windy day

You're not lying about the aerodynamics. Was hoping there is some kind of fix for it. Might just have to deal with it...
