I just ordered the 040 for my 15 premium... Just wanting the mud/sand option for snow. Do I need to install the 070 unit for the 040 to become active?
No adding the 040 should give you what you are looking for. You won't even need to do a ZPC if you are not adding the crawl switches. Just installed my 020 in my 2013 and it worked like a charm. My CC switches won't be here until friday.
I placed an order for the 859A1-60040 on 4/18 with oemvehicleparts and recently got an email from Matt saying that part number is no good and the part 859A1-60031 supersedes. Can anyone confirm this will work for the MTS?

That's wrong information!
If your GX is 2013 or earlier, you will need to replace OEM 010 with 020 for MTS. 031 is the ECU come with GX 2014+ (without MTS). 040 will add the MTS function. BTW, MTS is not the OEM option for all US specific GX, MTS is only available to Canadian and overseas market. You will need 040 to replace your 031 in order to enable MTS.

I cleared this up with Matt, he said he has three 040 on backorder and one of them is mine.
I think I read this before but saw it when I was working on my remote start project yesterday after I disconnected the battery. The steering wheel direction indicator will also go blank if battery is disconnected as well. It comes right back once you drive over 25MPH.

The steering wheel direction indicator also disappeared after I installed the MTS/Crawl control. After going through with the zero point calibration process, the steering wheel direction disappeared completely. It freaked me out a little bit thinking that I've done something wrong with the install. I went through the zero point calibration again just to be sure. It surely didn't help at all, but as soon as I took the car out for a quick drive, it came right back on like nothing happened. I wasn't sure at what speed it reactivated itself. Were you looking at the speedometer when it came back on or it was mentioned somewhere in the service manual?
I believe I saw it in service manual.. it's like 200 feet @ 25MPH or something like that.
That's correct. Any Yaw rate sensor reset and/or all associated components replacement, includes power disconnection, will result of re-initialization of the indicator. It is also important to drive in relatively straight line above 25 mph for more then 10 seconds to re-establish the steering wheel angle indicator.
