Today I washed the F for the very first time and I noticed the windshild wipers you can’t tilt them up. It hits the hood if I tilt them. I have about an inch to lift them and any higher it will hit the edge of the hood. Is this a defect on the design.

Not a design defect.
In the manual it states that you should move up the wipers by hand (Against the windshield as if they were wiping up) and then lift up the wipers to replace or clean the windshield. You won't damage the wipers as they were designed to move up by hand and then you can lift up.
When you move them up, you'll feel a click and then you can move up about 2 inches.
Pull the wipers up towards the top of the windshield to get them into snow mode. Don't worry, you won't break them. Put some effort
If you want to lift the wipers to wash the car, that's what you have to do.
