Will this work to program a new key fob for my 2013 GS 350?

Also, what cable would I need?

Yes, I am using a Tactrix Openport 2 cable. There are less expensive alternatives.

If I already have an OBD2 that connects to my laptop, would I still need to purchase another cable to use Techstream?

Is it a generic OBD2 cable or one made for Techstream? If it's a generic OBD2 scan cable, no, it won't work.

Does anyone know which is the best version of Toyota Techstream for a 2015 GS350?
Apparently using too old a version is not good, but using too recent a version is not good either, because very new versions have had some features removed to bring consumers back to the dealers.

Also does anyone know what is the advantage of these latest Global Techstream Solutions Version 16's with the Vehicle Interface Module black box?

Not familiar with what you are showing, but I'll share what works for me. I use a MINI VCI J2535 cable. I originally bought one of these cables off Amazon, Prime option, received in 2 days. However the firmware was 1.4.1, which doesn't support the live data feed from the ECU for the 4th gen GS, I think everything else worked, but there were occasional errors. I bought the cable for live data mainly, and was not happy, I found out Googling that you need 2.0.4 firmware to get live data on the newer Lexus's. I couldn't find one on Amazon where 2.0.4 was explicitly called out. I was able to find the 2.0.4 firmware cables on Aliexpress, took almost 3 weeks to get the one I chose.

Also, as you state about features, I found v16 Techstream doesn't have the ability to customize settings on my 2013, I think they removed functionality, maybe to force you to go to the dealer. I'm using a version 12 of Techstream, which does have the customize settings button. V12 of Techstream was released on 2017, so it would probably be fine with your 2015 GS.

So, I'm pretty happy now, I'm getting all the functionality I need.

This cable is a clone based on a product offering from DarkHorse, and that company is apparently long gone, and driver they released for the cable is 32 bit. I have an old Windows XP laptop (32 bit OS), it worked without issue for me. I think there's a way to get this specific cable to work on the Windows 10 64 bit OS, but apparently it's a hassle. If you're tech savvy and research, maybe you can figure this out.
