Typically this happens when a seal fails just enough to let moisture in but not enough to let it out. Aside from resealing the entire unit, you can create a larger hole somewhere by either leaving a cap off or drilling a small hole somewhere to act as a moisture vent.

I don't. I have never had to drill, I usually can find a cap or something remove to vent the housing.

Here's the logic... when the headlight is on, the air in the housing is hot and expands. When switched off, the air begins to cool and contract, drawing in more air from the outside. Especially if the car is parked outside, and in the evening/night, you're talking cooler damp air being drawn in, hence condensation on the interior on the lens. You will likely need more than a small hole to vent properly. (At least this is what my logic tells me...)

What year is your vehicle?

Check out eBay, maybe they have it.
