Default Rear Trim Falling Off

2015 GS 350 F Sport, RWD

Tried looking all over the internet, but can't really identify what to call this thing. Not a car guy by any means, but every time I go over a bump or something this trim piece makes a pretty annoying sound. How would I go about fixing this? I couldn't really identify where it was loose, should those clips be holding it in or I noticed there are a few holes where it's mounted, but they all seem to be secure to the top part of the bumper, but it is definitely loose.

That rear valence is held on by a bunch of clips to the bumper. Maybe the clips in those spots broke off.

I know this is a really old post, but I felt I ought to answer - because this brought me to the forum.
The clips have failed on mine so often that I bought a box of 100 from Amazon, inclusive of the removal tool, for about $9. -

I used these for those bottom clips when I broke a few.

The claim to be OEM, made in Japan. They had the same markings, so hopefully it's the same material. I know for some clips, they make them of a.more brittle plastic, so they crack more easily.

I ran into this exact issue a few weeks ago. A couple zip ties was my answer too. I imagine those clips are just getting too heat cycled or something.
