Maybe, maybe not. Those are the reported incidents only.

As mentioned by a few people, it's covered by comprehensive insurance (your rates will not increase). Let them figure out the cost.

Almost all dealer service departments are ripoffs. I'm sure Woodfield would have quoted you some astronomical figure, as well.

OP: I think you were looking for a better response from the dealership/Lexus corporate, but it makes sense that they won't cover it. Too many variables for them to be able to feel confident about eating the cost. It is decent that they tried to reduce the cost from $2600 to $1100 which sounds like robbery but I concur that the dealership is always pricey when it comes to these things.

If you can get it done elsewhere at a local trusted shop or DIY, that would save you a bunch of money. If you only trust the Lexus dealership, shop around and see if anyone can beat that $1100 price. Lastly, if you have glass coverage with your auto insurance, that's an alternative route as well.

This is not a new phenomenon. I remember my aunt had this happen twice with her new Mercedes back in the early 2000s. It freaked her out so much that she traded in the car.
