Definitely not normal ! What HIDs you installed? Also whats the bulb size?
Which side that does not turn on put it on the other side and the working one on the other side. That way we can figure out if its the bulb or if its the wiring of the car. I think its the bulb though.
Try to flip the connections if that does not work you may need a different brand of ballast
I dont think its the connections because his saying it turns on when he turns the fog switch off and on. Im assuming its the bulb that may be the problem here.
Where did you get HID's from? Some HID sets will do that. Eventually the ballast or headlight will go. If I was you I would look at getting ballast and light replaced. I would take the fogs out of auto and turn them on after the car have been started. That will help it last. I experienced this with headlights and foglights on my infiniti m35. I eventually switched to LED headlights and fogs. That didn't happen again.
Sounds like you need a relay harness. Extremely cheap. You can get one form DDM Tuning for like $11 or so. Basically what is happening is that there isn't enough power when the car starts up so there is uneven voltage.
Guarantee this will solve your problem since I've had this happen to 2 of my vehicles.

that sounds like a ballast problem, you should switch it to new and run a relay with the harness so it wont draw so much current out of it, or the best way is LED fogs if I were you look so much nicer.
