I had that on my previous 3GS and the wheels are exactly like yours, what I did was I sanded the bubble down to make it smooth throughout the whole wheel, cleaned it and then plastidipped it, I was using it for the Canadian winters for about 3 years and it held up nicely!
I did the Plastidip thing, mostly to see what my wheels would look like in a darker color, before I spent money on painting them. It held up alright, but I'd honestly just take a little extra time to sand down and prep the wheels, then paint them with some Duplicolor wheel paint, or something similar. Won't cost much, and will hold up a lot better than Plastidip. Just take some time on the prep and do it right, you won't regret it.
Quick how-to on Youtube (there are tons of great videos on this):

Do you have any photos by any chance? And you sanded down the bubbles as well as the exposed parts? I guess you plastdipped while parts of the tire were exposed with no paint on, correct?

Damn, those tires turned out so nice lol. Would definitely be nice to do that but I don't have too much space at my place to work on them. Might try and convince a friend to use their space if I decide on this route...
This was the first coat of gunmetal, but it looked more of a matte grey in real life, I changed to black a few months after with a gloss shiner spray and it looked much better than the grey!! If I can find a picture I'll show you. But yeah, it looks nicer than having the bubbles. Rookie mistake, we forget to tape around the rims, but it was ok, we just peeled it off after lol, it was just time cosuming. So make sure you tape around it!!!!

Awesome... my rims are looking like yours did with the bubbling. I just purchased black plastidip with some metalizer. I'm glad I wasn't the only one that wanted to try this method out. I will post some pics when I'm able to get to dipping them.
