Protective Covers and Front Wheel Opening Extension Pad are two different things. The TSB is for the removal of the Protective Cover (plastic film pictured with diagonal stripes) that is stick to the front of the "Front Wheels Opening Extension Pads". Still remember when I did this to my 2007 GS 350.
Removing the "Front Wheel Opening Extension Pad" is a mistake since it is part of the vehicle aerodynamics. There is a purpose for it. I just replaced one that was damaged. It is a valid Lexus Part that you can get at yours Parts Supplier or Lexus Dealer.

It can be a valid part, but the way its shaped there is no gain from aerodynamics. I got my oil change done yesterday and I have removed that part, screwed the bolts back in there like nothing was missing. There is a TSB for it and I believe its there for a reason. Dealerships now days don't stay on top of the TSB's and this is why all lexus still have them. Its a personal choice honestly, I never seen a point of them being there.

TSB says '07. Does this mean my '09 is not affected? Did they revise the shape of the covers to be more aerodynamic then?

I know once in a shopping center parking space when I pulled straight in they scraped on those low concrete curb bump stops. I pulled the car back right away and they scraped again when pulling off.
