Default Expansion valve removal

I am in the process of attempting to remove the expansion valve in my 1999 gs400. Got all the insulation off cleaned out the indentations for the 5/32 allen wrench and neither bolt will budge. The torque is supposed to be in the 6 or 7 ft/lb range. Any ideas on removed ? Thanks

I believe that allen head is metric 4mm.

​​​​​​Make sure your tool has a good bite. I've seen those EV bolts come out with corosion.

Thanks, I did see some rust on some of the metal parts under the dash. I don't know the history of the car. I sure hope the bolts aren't rusted like you mentioned. Really is no way to get some wd 40 or something like that in there.
