pulls right out , just first pull out the plastic piece which holds it in, DO NOT BREAK IT , then pull out the pcv valve from the hose

yes just remove the hose that is attached to it first and it should come right out.

pcv valve = postivie crankcase ventation valve, basically its a valve hooked up to your vaccum lines, and the other end is in the valve cover so it sucks the oil gases out of the motor to burn them off so their less contaminants in your engine.

try spraying some silicone lube on it and jiggle it side to side while pulling up on it.

How the heck do I get the new PCV installed? It was tough to get out, but seemingly impossible to get the new piece in.

Just lube up the new one and it should push in. Sometime the rubber grommet gets brittle, and needs to be replaced.

And the PCV is not there to keep contaminates out of the oil, its there to reduce emissions. In the old days, the crankcase was vented to atmosphere, meaning all those emissions went right out to the air. Now, the blowby is directed through the PCV valve to be reburned in the engine. As a byproduct, it helps with contaminates in the engine oil.

if you didn't care about the environment, or the law, ideally you would just replace and put a breather on there instead of PCV - the pcv valve venting back into the intake is realistically what causes carbon deposits and such...

And still pass smog test? Or are the 2 unrelated?

a missing / removed pcv valve will cause a failure of the visual part of the smog test, however it will not set a check engine light (so long as the tube is closed off), and it will not cause higher emissions at the tailpipe...
