Body Control Module question

Default Body Control Module question

I have a 1998 GS300 and my blower motor is not getting power. I've checked the fuses and traced power all the way from the main 40 amp heater fuse to the relay. I've replaced the resistor module, blower motor, and blower motor relay. There's no power going to the plug of the resistor with the car on or off. I'm almost sure it's the module behind the fuse block on the passenger side but I want to be sure. The car has been flooded but the AC compressor works fine. The blower motor just wont kick on. I've looked at the wiring diagram for the AC and I'm seeing there's something called "Body Control module no 1" connected to the relay. Is that the module behind the fuse block? I need an electronics expert if there is one to help me figure this one out. Again it's a flood vehicle and the water has went as high as the Main ECU because I had to replace it.
