Default Cannot Get Blower Motor to work on my 2nd gen

Ok guys so I've got a project car I'm fixing up to be my main driver. It's a 1998 GS 300. I've replaced the tranny, ecm, and brake pump master cylinder. It's also a flood vehicle that was involved in the hurricane harvey event. So like most flood vehicles it's having electrical issues with a lot of things including my A/C system. So everything works except my blower motor. I can feel the cold air coming from my vents so my compressor is functioning. I've replaced the relay, resistor/module, and blower motor itself... No luck. Could this be a malfunction of my climate control in my head unit itself? I have looked at the wiring diagram and checked the fuses involved with turning my blower motor on. Their all good but I have noticed with my test light that the cable for the resistor reads power with the car off but no power when I turn the car on to try the A/C. This is frustrating and I need help with what to do next.

Personally I’d just move on cuz choosing a flooded car is like kissing a girl who used to have canker sore on her lip. You just never know when or where she’s gonna flare up again.

its just not worth it for a 20 year old flooded Toyota.

too late bud. I'm knee deep into fixing this thing and I love it. The engine only has 110,000 miles on it and I've replaced every fluid in it. It runs very nice now and a lot of things still work well on it. I would like to fix this blower motor issue though

Understood.
Ya know if it were me, I’d likely start with a fresh/non-water damaged ecu so you can known you’re starting from a good base.

I've changed the main ECU of the car. I've seen a couple of posts saying the ECU is at fault but my blower motor didn't work on the water damaged ECU and it definitely doesn't work on the new one. I just think that the chances are that it's not the ECU

I would replace the fan blower module.

Never mind...I just read you did that...

Good luck.

I don't know exactly where it is at, but I think there is a body ECU that might be causing your issue somewhere under the dash. If you had water damage, chances are it needs replacing.

there is something next to the fuse panel on the passenger side under the dash with some water spots on it. I dont know if its connected to the blower motor circuit though. If anybody knows the wiring diagram for blower motor it would really help. Like I said it is a flood vehicle so most likely its something that came in contact with water. And the water could've been as high as the radio because I've seen some water spotting on the back of the head unit. My brother told me it could be a pin in a plug for the climate control but I dont know which pin is responsible for my blower motor. Another reason why I need a wiring diagram

You should spend the few hundred bucks and get a factory service manual. They turn up on eBay pretty regularly. There is no better resource for troubleshooting and doing things in the correct order.

Have a read on the PDF I attached to this post. It's solved many an irritating blower problem around here. And if it doesn't work, it's easy to reverse, or just leave because it does no harm.

I've unplugged my heater fuse but my blower motor still doesn't turn on. My climate control screen wont even turn on when I do that.

Ignore the part about the heater fuse and try cutting and grounding the wire as directed.

ok I think it is grounding issue too. Either that or my bcm is bad. I can trace power from my main 40 amp heater to the relay for it, But there doesn't seem to be power past that point. The resistor and the blower motor plug do not spark my test light at all.

That's exactly what was happening with mine. The BCM is supposed to ground the relay to activate it but it doesn't. So I grounded it myself.

Well I did the grounding method you recommended and no dice on getting power to my blower motor cable. I'm thinking I might have to just replace the whole passenger side fuse panel if it's one piece with the module. I'm sure the flood damage has ruined ECU no 2 or maybe it's just the cable from the resistor to the blower motor that's gone bad. Just about replaced everything else
