Use a scanner to pull codes for the ABS system. There should be stored codes. My 98 use to illuminate both lights and the brake booster motor could be heard running too frequently. I had to replace the master/booster assembly with a used JDM unit. Got it on flea-bay for $200-$250. Seems they are a common issue. Hopefully you will find an intermittent wheel-speed sensor issue or something cheap and easy.

In my case I had codes associated with the electrical portion master/booster assembly. The leaking accumulator had the motor running all the time, and furthermore there was a brake fluid leak somewhere on it too as I found it damp all the time. So many issues were fixed by replacing it and its been problem free ever since. Just some things to look and listen for. Could be your issue as well.
