Default Climate control not working

Just bought a 98 Lexus Gs 400 the climate control buttons do not work and only one button lights up have checked all fuses including the cigarette lighter all working the screen even lights up and it shows outside temp but when we push a button nothing happens I also took it out and tested all the wires and they all have juice going to them. We have 3 kids and I'm going to have to have heat this winter.. Plz help. also radio is working just fine. Previous owner also said the air and heat worked when they parked the car I have no idea what to do next or check the car belonged to her 17 year old son and she said he may have took out a fuse but we have checked everything...

There are fuses on both sides of the kick panel in addition to the one in the engine bay behind the battery. There's also a few fan control relays but those won't affect the control panel. I would start with the heater fuse on the driver side kick.

checked it and they are all good I can't figure it out but if it was the fuse would the lights still come on on the led screen and buttons?

So when you press the fan button, does the speed change on the screen?

Can you post a video of what's happening?
