Default 1998 GS400 CEL not clearing

I have a 1998 GS400 that will not pass emissions due to CEL. All the sensors that are coming up have been replaced. Mechanic says I need a new ECM. Dealer quoted $2200 which is 3x what I paid for the car. Has anyone had to replace the ECM? Dealership says if I were to buy a used ECM I would have to have all the components that go along with it for them to reprogram. I just need one of them damn codes to go away and it would pass. The car runs fine and my mechanic says not replacing the ECM should not cause it to stop working. Any advice or thoughts greatly appreciated.

Well first off, you need to post the codes.

Secondly... Please post where you bought a 400 for $700 bucks!

All the sensors that are coming up have been replaced.
You'll need to post the code(s)...don't replace the ECM (or anything else) until you know exactly what the problem is. It could be something as simple as your gas cap or a vacuum hose, or something more expensive like your y-pipe. We won't know for sure until you tell us the code behind the CEL.
