Great, so the problem is all fixed and was a blown fuse on ECU-IG?
The slow crank could be a few things but the most obvious one is the actual starter motor starting to show its age. Also make sure there is less than 0.1 volt drop on the wires connecting to the starter motor and starter solenoid. You may need to clean your terminals that attach to the battery posts and your starter terminals. You can loose some volts from bad connections.

Problem still exist. Still no start. Its cranking or turning over just not starting. I didnt change the fuses on the passenger kick panel. I did find a burnt fuse in one of the slots. I dont have the cover for the fuse block so i couldnt change out the fuses. Searching and searching online and still cant find it. So if anyone has one for the 400 please post a pic. All im seeing is the one for the driver side. Good news (hopefully) i got a honda tech coming by after work to give me a hand. Hopefully things will work out and I'll report back.

Oh I see, I think the passenger fuses are just body electrical systems so I don't think it would affect the starting of the engine. But it would be good to see what the Honda tech finds.

Good news and bad news...bad news is the Honda tech canceled on me due to the rain. Good news is i had the car running for a few seconds. I sprayed starting fluid in the tb and it fired up...then died. I already replace the fuel pump with a new denso pump. Replaced the EFI relay. Is there anything im missing as to why fuel isnt making it to the engine? Have a half tank of gas. Im parked on level grounds.

Ok, so then you don't have fuel... Now its narrowed down. You need to focus on the fuel issue. I suppose I need to be more rudimentary with my replies. I meant, do you have fuel going to your engine, not fuel in your tank. Check your fuel relay, check fuel pressure, check fuel filter (common problem on the 400), check fuel regulator lastly, check the pump. Do you hear it turning on when you turn to ACC? Do a search on reprogramming your transponder (wouldn't focus on that though, doubt thats the issue). Remind me, did you do a scan for codes.
Lastly, something that just hit me. Did you try jumping the car? Small possibility that the starter may be going bad. May be drawing so many amps while cranking the engine that there's not enough juice left to adequately power the ignition system and fuel injectors. Again, possibly not the problem, but a free try nonetheless.

That's good news, definitely made it easier to diagnose
Like My Jokster said, check whether you can hear the pump turn on when you turn the key to ignition on (should turn on for around 3 seconds). You can take the fuel cap off to hear it better if you are having trouble.
If you don't hear it and provided that the pump and efi relay are all good, I would check if you have a good ground and 12V to the fuel pump. If you don't, then you will have to go back to the fuel pump relay and check whether its being switched from the ecu.

Great news car is running. Only cost a new fuel pump which im glad i changed because the car had the og pump at 240,000. $80 to fix the real issue. A wire that goes in the connector for the fuel pump somehow managed to come out. He spent about 2 hrs but he traced it to that one wire. Thanks everyone for your input and advice.
